Charge it to the game

After much thought and feedback I've implemented a charge system that limits armored flight capabilities. This will change the gameplay in a major way, requiring the player to transform modes more frequently instead of staying in one mode for the entire game.

v.017 "charge" changes:

• added charge meter
• change meter color based on charge amount
• limited flight capability based on charge
